Contemporary governments are faced with the Goldilocks’ dilemma that should make an appropriate choice between autonomy and creativity, and control and coordination. Consequently, the advanced countries try to find the solution and vision from the platform strategy and model that facilitates and mediates the interaction of various values, coordinates complicated interests, and sometimes creates its own value. The urban regeneration policy in Korea which simultaneously seeks to urban competitiveness and social integration has the trait of value complex. Accordingly, it can be said that the Goldilocks’ dilemma is connoted in the building of urban regeneration platform. This research speculated the dilemmas that are inherent in participants, interaction/interrelation(network), coordinating mechanism(standardization), and decision-making on the process of the building of urban regeneration platform, through the case study about the New Deal for Urban Regeneration. It found the construction of hierarchical governance for practicability rather than platform network effects, the building of a modular unit for competition, the concentration of decision-making in contrast with the lack of standardization, and the absence of the integrated platform.

This paper analyzes the governance of waste recycle management from a hybridity perspective which embodies complex reasons for and conditions of cooperation in the discharge of public responsibility for service provision. Drawing from transaction cost economics, we apply the concept of path dependency to assess the cost of each possible alternative governance types. The findings indicate that as the cost of path-dependency increases, market, consortium hybrid governance, quasi-integration governance, and hierarchy become the best alternative to shift from the present market-like governance. The policy instruments matching each governance type are setting fair-price, supporting subsidy, contracting-out and directly collecting recycle waste.

The purpose of this paper is to analyze the relationship between local councilor and national assembly member in Korea from the perspective of political clientelism. A series of semi-structured in-depth interviews were conducted with 85 people including 77 local councilors. Result of analysis indicates that clientelist tie between national assembly member and local councilor operates nation-widely in local political arena. National assembly member exchanges party nomination for local election with the financial, political, other resources of local councilor. In the context of political regionalism, local clientelism in Korea is featured with the characteristics of exploitation and domination by patron with non-comparable resource, party nomination power. In addition, national assembly member even frequently intervenes in the policy making process of local council through his clientelist networks. Analysis draws conclusion that local political clientelism which was caused by the combination of electoral rules and socio-cultural factors erodes local democracy in Korea.

This study investigates the types of the life cycle of regulatory reform issues of previous governments from the Kim Dae-jung administration to the Park Geun-hye administration, and traces the relationship between the type of life cycle and the successive regulatory reform achievements of the previous governments using discussions of researchers in this field. An important requirement for successful regulatory reform is the will of the supreme political leader for regulatory reform and its external environment. In this study, the latter condition, the regulatory reform environment of successive governments, was investigated. This study used a method of analyzing the life cycle and types of regulatory reform issues of each government. In addition, it analyzed the relationship between the types of life cycle of the previous government's regulatory reform issues and the outcomes of regulatory reform. As a result of the analysis, it was investigated that the Lee Myung-Bak administration was the best environment to produce the greatest results of regulatory reform, and there were results. The results of this study suggest that regulatory reform cannot be accomplished with the will of the top political leaders alone, and that public attention needs to be focused on regulatory reform. Therefore, this study suggested that the government that wants to succeed in regulatory reform needs to implement policies to create the environment so that the general public can be interested in regulatory reform.

This study examined the problems of the disaster management system and analyzed the factors that have an important effect on its effectiveness in the reality that the government's demand for disaster management is increasing. First, in terms of technology, information on disasters must be accurately delivered to the public. In particular, the accuracy of detailed disaster information such as the current situation of the disaster and the damage situation must be ensured. Second, in terms of management, the effectiveness of disaster management can be further enhanced when cooperative partnerships are well established from disaster prevention to recovery between ministries. Third, in terms of legal and institutional aspects, a realistic legal framework for disaster management and the current disaster management system classified by type and field must be efficiently operated.

The purpose of this study is to examine the effect of female workers’ role ambiguity on job satisfaction in the field of social economy and to explore the mediating effect of human resource development. For the purpose of the study, a questionnaire survey was conducted for female workers in the social economy field, and a three-step median regression analysis was conducted using the data. Summarizing the analysis results, the role ambiguity, an independent variable, was found to have a statistically significant negative (-) influence on the human resource development and job satisfaction. In addition, the human resource development factor was shown to mitigate the negative influence than when the parameter was not included, and it was confirmed that it plays a partial mediating role. These results suggest that the necessity of finding a support plan for efficient human resource development while reducing the role ambiguity of the female workers’ of the social economy organization. In this study, first, in order to reduce role ambiguity, research on job analysis related to the social economy field and education programs to improve job analysis capabilities were suggested for middle managers. Second, the social economy organization voluntarily proposed a high-level upgrade of the existing human resource development programs through the development of human resource development contents through cooperation between organizations or government agencies. Finally, considering the fact that women’s human resources are expanding in the field of social economy, it was also suggested to establish a human resource education and training institution for women workers.

The purpose of this study is to analyze empirically the factors influencing the adoption of Special Transport Service for local government. We measured the adoption rate of special transportation by region in comparison with the mandatory standard of special transportation of Ministry of Land, Infrastructure, and Transport. We then analyze the difference of local government decision. As a result of the analysis, the policy of local government for traffic disadvantages is indicated by the pursuit of legitimacy by institutional environment rather than rational decision making according to the demand of policy. For local governments, such as lack of limited resources and financial capacity, pursuing institutional legitimacy could be a rational decision. Therefore, decoupling is also seen in which the introduction of other complementary systems and the lack of linkage of policy for practical traffic disadvantages after obtaining legitimacy. Based on the results of the analysis, this study proposes the expansion of effective and practical customized services, the necessity of financial support to expand special transportation and the revision of the fare system of special transportation.

The purpose of this study is to set up job performance capacity of the intermediary organization activists. Based on the previous studies, the basic questionnaires on job performance capacity were prepared and the Delphi survey was conducted for 11 experts. As a result of the analysis, 5 functions of the intermediary organization, 6 capacity groups, 23 job performance capacities were derived. The 23 job performance capacities include village operation (current analysis, organizational and functional analysis, organizational design and consultation), village activation plan, village promotion committee support, education (demand survey and necessary capacity analysis, process design, operation, performance analysis), village conflict (issue grasping, management plan search meeting, management plan derivation, core reason and cause factor analysis), village development project (locational condition and characteristic analysis, human management, process management, evaluation), strategic business plans, understanding of agriculture and rural areas, cooperation and linkage between villages, establishment of governance system, and policy proposals. The job performance capacity of the derived intermediary organization activists has important value as a standard for training intermediary organization activists. This study proposed academic, practical, and political implications and also revealed limitations.

This study examined the relationship between emotional labor and job burnout with 321 employees of public institution, separating the emotional labor to surface acting and deep acting. In addition, the research empirically tested the moderating effects of emotional leadership on the emotional labor and job burnout. The findings and implications are summarized as follows. Firstly, there is a positive relationship between surface acting and job burnout statistically. On the other hand, deep acting negatively influenced job burnout. Secondly, emotional leadership played a moderating role between deep acting and job burnout. Based on the results, the study suggests that head of department needs to foster higher emotional leadership in order to control emotional labor and job burnout of the employees. Also, the organizations should support the heads systematically.
